Oceanview Player Handbook

Community RP tools · Companies and careers · OceanAI · Courts · Transport and aviation

Edition: October 2, 2026

This is a practical guide to playing, working and running businesses in Oceanview. Start with the quick start, then jump to your role. Commands go in FiveM chat unless a section explicitly says Discord. Menu names in bold match the current interface.

Release note: This edition includes the deployed transport, civil works, rentals, recording, K9, company retail, newsroom, aviation and records updates, plus shared web sign-in and the per-character SACOLE academy. It also covers the new company console, saved vehicle-exit preferences, skill effects and Spectrum radio hardware, Signal 100 and mask-controlled earpieces. Physical interactions, aircraft routes, multiplayer ownership changes and voice still require in-game acceptance. Airport geometry needs a survey before flights can operate. Spectrum gameplay and its web console are active. Further Fire-service development is paused; existing Fire workflows remain documented. Prices and permissions shown by the live menu take precedence.

Contents

1. Quick start

Your first session

  1. Load the character you intend to play. Money, vehicles, employment and court identity belong to that character.
  2. Open /rptools. Choose your job/rank and any items, funds or temporary vehicle needed for the RP you are setting up.
  3. For lasting vehicle ownership, use a dealership, your company fleet or agency VMS. An RP-spawned vehicle is temporary.
  4. Visit a bank and the DMV as needed. Put business and vehicle-purchase money into the account the purchase form actually asks for.
  5. If working, clock in at your agency/job location and, when enrolled, through your company shift controls. Check your assigned vehicle and equipment.
  6. Use the target interaction on people, vehicles and workplace points. An action may appear only when you are close enough, on duty, carrying the required equipment or working for the correct company.

One sign-in across Oceanview

Sign in with Discord on the community website, OceanCAD, JusticeLink or StateCivic. The same browser then recognizes your account across Oceanview's webapps, including the radio console. Shared sign-in lasts up to 30 days; signing out revokes it across those apps. Use the HTTPS community domains, and allow cookies. A different browser or private window needs its own sign-in.

Each app still checks its own permissions. Select your character and agency in CAD; court roles, instructor assignments and radio-console access remain separate. A shared login does not copy one character's qualifications to another. If you already had an older app session before this update, sign out and sign in once to establish shared sign-in.

Controls and conflicting keys

Use Settings → Key Bindings → FiveM to check your own bindings. Defaults are starting points; saved bindings can differ.

DefaultContext
F6OceanAI conversation text/retry controls; /aivoicepanel also opens them
Left ShiftOceanAI: guide / stop the AI vehicle ahead while driving; /aipullover also works
F7911 conversation controls
ETransit Call stop or Alight, when the on-screen prompt appears
Space at a near stopParking-brake toggle on supported vehicles; at driving speed it remains the normal handbrake

Check /ovcontrols before a shift. Transit shift release, ALS perimeter and Spectrum emergency no longer receive conflicting default keys. Assign them in FiveM settings if needed. Existing saved bindings may retain older F7/F10 assignments; changing a server default does not overwrite your personal settings.

2. Community RP tools and choosing a job

Oceanview’s community tools let players set up their own RP without asking staff for every item, payment or job change.

Open /rptools and choose Give yourself an item, Add cash or bank money, Spawn a vehicle, Choose job and rank, Start a company, or Manage your companies. The lists show registered item names, vehicle models and job grades, so the menu is easiest when you do not know an internal name.

ShortcutExample or usage
/rpitem <item> [quantity]Give yourself a registered item; quantity defaults to one
/rpcash <amount>/rpcash 5000 adds cash
/rpbank <amount>/rpbank 25000 adds character bank money
/rpjob <job> [grade]/rpjob bus 0; grade defaults to zero
/rpvehicle <model>Spawn a registered vehicle while outside your current vehicle

Vehicles spawn with keys. They do not become permanently titled vehicles merely because you spawned them. Company membership, a company card, commercial registration, an issued warrant and court permissions are also separate records; choosing a job does not automatically create them.

Inventory weight/space and valid item/model checks still apply. If an item will not fit, reduce the quantity or make room. Use the self-service menu rather than guessing another command’s player-ID syntax.

3. Money, identification and everyday equipment

Banking and cards

Visit a bank to manage accounts, move money, order cards and review borrowing. At an ATM, target Insert Card and use the requested card/PIN controls. Lost cards can be frozen, replaced or cancelled through banking.

Your character’s bank balance, a named checking/savings account, and a company account are different things. Company capital contributions offer Main checking as well as named checking/savings accounts. Automotive purchases may still require a named account. Adding money with /rpbank funds main checking; it does not fund every named account.

Keep track of which card is selected for purchases. In /company, Use company card for purchases selects a held company debit/credit card; Use personal cards for purchases switches back. Company fuel cards are for eligible company vehicles, not a general personal allowance.

DMV and paperwork

Target DMV counter at a DMV location. The menu covers driving licences, replacement cards, personal details, written/road tests, commercial licences and endorsements, carry-licence applications, and Vehicle paperwork.

For a vehicle you own, use its paperwork menu to register it, review or buy insurance, obtain replacement documents, request a personalised plate, or report lost/stolen plates. Read any test, fee, sanction or eligibility message before continuing. A document in your pocket and the live record can differ after a suspension, expiry or replacement.

Equipment and movement

  • Backpacks, duty belts and medic bags provide their carry benefits while worn. Carry capacity still matters when collecting property or equipment.
  • Magazine-fed weapons use compatible magazines loaded with ammunition. Carrying loose bullets alone is not the same as having a loaded magazine ready for that weapon.
  • /bodycam toggles the body-camera workflow; carry the required equipment. /earpro controls hearing protection.
  • /megaphone and /pa are the handheld and vehicle public-address entry points.
  • /checkself or /wounds opens your medical assessment; /examine or /woundsnear starts the nearby examination workflow.
  • Sprinting is no longer unlimited. Repeated bunny hopping is limited, and jumping/vaulting while armed is blocked. Put the weapon away before climbing.

4. Starting and managing a company

For private company owners and authorized agency personnel. Government and private fleets share the company framework, but opening a private business does not create a government agency.

Create and fund your business

  1. Run /companycreate, or choose Start a company in /company.
  2. Enter the company name, such as Harbor Outfitters. Your current character becomes the owner, and the server creates the company reference automatically. You do not need a citizen ID, Discord ID, player/server ID or Qbox job ID.
  3. The company console opens your new business automatically; use /company to return later. The confirmation shows its generated reference. Staff use the same simple flow for their own company; Administrative company registration is a separate option for registering a government entity or another character’s business. In that administrative form, the owner citizen ID comes from their OceanCAD character record or website Characters page; an optional Qbox job name is a configured job such as police, not a player ID.
  4. Open Finances, credit and cards → Contribute personal funds. Select Main checking or a funded named checking/savings account, then enter the contribution amount.
  5. Stand at the intended depot desk and choose Register depot here, then name it. Walk to each parking space and press E to mark it, facing the direction the vehicle should spawn. Return to the desk and press Enter to save, or Backspace to cancel. You can mark up to 100 spaces within 200 metres of the desk. Use Manage depot parking later to rename the depot or revise its spaces: E adds, G removes the nearest space, and R moves/rotates the nearest space to your position and heading. Return to the desk to save. Cancelling leaves the saved layout unchanged.
  6. Add staff, stock the depot, and acquire the vehicles or equipment the business actually needs.

The company console includes searchable actions, guided forms and help for the current workflow. Depot setup uses visible world markers; you do not need to enter coordinates. Check that large trucks can enter, park and leave without clipping.

Add a business service

For vehicle businesses, open /automotive → your company → Configure company service. Select the service and depot, then set markup, hourly rate and daily storage rate as applicable.

Available service types are dealer, repo, auction, insurer, outfitter, tow, roadside and repair. Configure the business you intend to operate; do not treat the service selector as a job/rank menu.

Rates use basis points where stated: 100 = 1%, 2500 = 25%. Entering 25 means 0.25%, not 25%. Review quotes before accepting work.

Permissions

The owner chooses employee roles when hiring or changing employment terms. These company roles are separate from the character’s game job/rank. Private company management belongs to the owner: an employee role called Manager or Owner does not grant ownership.

RelationshipCompany access
Private company ownerCompany setup, finances, hiring, payroll, contracts, inventory and fleet
Private company employeeViewing and the driving/inventory operations allowed by the assigned role; management remains owner-only
Government agency personnelOwn agency only, while on duty; operational access and configured employee permissions apply
Government agency bossOwn agency management while on duty
Unrelated characterNo company management access, including when the account has staff permissions

Closing a business: its owner can choose Close company on the company home screen and type its name. Finish active work, return checked-out vehicles and settle obligations first. Closure archives the company, stops its services and freezes its cards; balances, inventory, vehicle ownership and history are preserved. Use /company → Closed companies to reopen it. Previously enabled depots and services return; review payroll and cards separately.

Inventory, premises and contracts

Use Open depot inventory at the appropriate depot. Outfitter parts and workshop assemblies also have dedicated supply menus in /automotive; check the work order’s own parts list rather than assuming a similarly named item will satisfy it.

Use Premises and alarm contacts to set the actual address, alarm provider, keyholder and phone. Owner-supplied licence references are descriptions of your paperwork, not proof that an authority has issued a licence.

In Contracts, create an offer with customer company, terms, amount and deadline. Acceptance, delivery and payment are separate steps. Follow them in order and keep the reference. A contract being accepted does not itself pay the supplier.

Borrowing and financial control

Business loans require approval and funding through the lending workflow. A requested loan is not available cash. Approved credit limits, used credit, balances and loan repayments appear in Finances, credit and cards.

Issue employees debit, credit or fuel cards with daily limits. Freeze cards when needed. Use Transaction history to reconcile wages, purchases, contributions, transfers and contract payments. Use Submit expense for reimbursement, including a receipt reference and explanation; a finance-authorized person reviews it.

5. Working for a company and running payroll

Employees: a normal shift

  1. Have the owner add the correct citizen ID through Employees and payroll → Hire employee. Your temporary server ID is not your citizen ID.
  2. Open /company, select the employer and Clock in. If the role also uses an agency/job duty point, go on duty there too.
  3. Check out the assigned or pool vehicle and obtain your equipment. Check the company’s selected card/payment arrangement.
  4. Complete jobs through their recorded workflow. Keep job, sale and expense references.
  5. Return the vehicle, report damage, return equipment and Clock out.

Owners: pay and staffing

Hiring supports players and AI employees, a department, permission role, hourly wages or weekly salary, and commission. Use Change employment terms to update role, status, department or pay. Award bonus records a separate bonus and reason.

The current defaults use overtime after 40 accumulated hours in a week at 1.5× for applicable hourly pay. Salaries are weekly; the form’s hourly rate and weekly salary are not interchangeable. Commission percentages use basis points and apply to eligible settled sale receipts.

Payroll comes from company funds and pays into employee payroll accounts. A company running out of funds does not erase earned wages; unpaid amounts remain owed. A payroll-authorized employee can select Run payroll now. Review both paid and unpaid results.

Managed payroll is opt-in. Enroll employees and fund the business before enabling it. For enrolled matching-job employees, the system prevents duplicate ordinary job paychecks. Do not promise both payroll streams for the same work.

AI employees are staffed resources

Hire an AI employee with Type: ai and use auto in the AI citizen-ID field. Give them real pay terms, active status and a clocked-in shift. They need a suitable, available, serviceable company vehicle and the appropriate assignment.

In Company fleet → vehicle → Dispatch an AI employee, choose the worker, origin depot, destination/standby depot and assignment. Choices include depot trips, police backup, EMS, coroner, fire, taxi and animal-rescue standby. Specialized responses still check the company/agency and vehicle’s eligibility.

A service request does not create a free employee, truck, gun, extinguisher or carrier. If nothing is available, fix the staffing/equipment setup before requesting another response.

6. Company fleets and agency VMS

Shared company fleet

In /company → Company fleet, authorized employees can purchase vehicles/trailers using a registered model name, fleet number and depot. Managers can assign each vehicle to a person, department or pool.

To use a unit, open its record, choose Check out, select the depot and enter a reason. Return to the appropriate depot and Check in after the trip. A vehicle assigned to another employee or department may not be available to you.

Use Report damage / take out of service when a unit is unsafe. Condition and inspection shows its recorded state. Managers can authorize Workshop service with a maximum cost. Changing a status back to active does not repair a damaged engine, worn brakes or deployed airbags.

Other fleet actions cover commercial registration/insurance renewal, fleet numbers, liveries/extras, retirement and replacement links. A trailer is a recorded fleet asset too. Maintain its assignment and condition rather than treating it as a disposable prop.

Agency Vehicle Management System

Use your agency station’s VMS point for agency fleet operations. Choose an appropriate unit, review condition and availability, and use the terminal’s evaluation, purchase, service and return controls. Purchasing and fleet management may require a higher grade or company permission than driving.

For a new outfitted unit, evaluate the vehicle, configure supported extras/mods/livery, choose the provider and confirm the purchase/order. The instant local provider has a higher markup. A player outfitter receives a build order and must install, inspect and release the vehicle before agency use. See Player outfitters.

Public Safety uses the same LEO/VMS workflow under its single Public Safety job. Fleet history follows the vehicle through ownership, plate and fleet changes; re-plating or storing it does not make it new.

Keys and handover

Use the vehicle’s proper checkout or purchase workflow to receive keys. /keys opens the key-ring workflow; /givekey and /claimkeys offer the corresponding key actions subject to ownership/access checks. /fleetkey is the fleet key entry point.

For rentals, pool vehicles and company assignments, having a key does not replace a recorded checkout. Return both the physical vehicle and its recorded assignment.

7. Vehicle ownership, care and damage

Check condition before a trip

Open /condition in or beside the vehicle, or target Vehicle Condition. Review wear, mileage and service needs before driving a valuable, stored or damaged unit.

The lifecycle tracks engine, transmission, battery, alternator, starter, oil, cooling, brakes, tires, suspension, steering/alignment, filters, belts, spark plugs, wheels/hubs, electrical wiring and airbags/restraints. Symptoms can affect starting, power, braking, grip and handling.

Wear considers mileage, engine hours, idling, age, service intervals, driving style, off-road use, existing damage and storage. A vehicle continues aging while stored in VMS. Long storage is a reason to inspect it before returning it to service.

Damage and repair

Collisions can damage mechanical assemblies as well as bodywork. Fire and flooding can affect relevant components. A vehicle can be unsafe or out of service even if it still looks usable.

Use replacement parts, the mechanic workflow or the authorized company/VMS workshop. Review the estimate and approved budget. Roadside service is suitable for supported minor jobs; substantial damage may need towing and a workshop.

Deployed airbags require restraint-system service before further driving. Cosmetic changes and ordinary repairs preserve mileage, accident history and title status.

Inspections, total loss and rebuilt titles

/vehicleinspection offers Roadworthiness inspection, Rebuilt-title inspection and Total-loss assessment. These are authorized/certified workflows, not universal self-certification.

An eligible inspector can use /vehicleinspection <plate> for a stored fleet unit at its VMS terminal. A total-loss assessment can create a salvage title. Repairing the car alone does not clear that title; an explicit successful rebuilt inspection is required.

/vehicleedr lets authorized inspectors review recorded impact telemetry. It is a limited sampled event record, not a complete video or certified forensic measurement. Routine CAD/DMV plate returns do not expose raw black-box telemetry.

Parking and exiting

VMS checkout, evaluation, handover and restored fleet vehicles begin with the parking brake set. Press Space while stopped to release it before driving; emergency units still require their keys. This initial parked state does not automatically reapply the brake when you later leave the vehicle.

Stop and set the parking brake before leaving a vehicle. An unattended running vehicle without the brake gradually creeps forward on near-level ground. On slopes, gravity determines its movement, including rolling backward when facing uphill; the creep assist does not force it uphill or reverse an existing rollback. Use /exitvehicle to save an engine-on exit if you intend to leave it running; switching the engine off removes powered creep. The parking brake prevents creep, while unbraked vehicles can also roll on slopes.

Run /exitvehicle to configure two separate exit choices for the current character. Each has independent engine-on/off and driver-door-open/closed settings. Short F: release before ¾ second. Long F: hold for ¾ second to exit. These use your rebound vehicle-exit control too. For example, keep the engine on for both, leave the door open on short F, and close it on long F. Settings persist across reconnects; other characters have their own choices. Your previous settings initially apply to both holds until you customize them. Use these exits while stopped; the menu also offers an immediate exit using either profile. Seatbelts are manual in emergency vehicles too: B buckles or unbuckles. Remove your belt/harness before exiting; the HUD clears its belt state when you leave or change vehicles. The engine-on setting preserves an already running engine; it does not start a stopped engine or bypass fuel, fire, damage or out-of-service restrictions.

Saved exit choices activate automatically when character data loads after joining. There is no need to open and save the menu again.

Use /door 1 or /window 1 to toggle the driver control. Numbers 1–4 mean driver, front passenger, left rear and right rear. /door 5 is the hood; /door 6 is the trunk. Add open/close for doors or down/up for windows to choose a direction explicitly. Passengers can operate their own seat's door/window; keys permit the other controls and nearby exterior use. Missing doors/broken glass cannot be repaired with these commands.

Plates, declared use and weight

  • /vehicleuse private or /vehicleuse commercial records the owner’s use declaration. It does not replace commercial registration, insurance or a company title transfer.
  • /platehardware installs owned blackout/flipper hardware while behind the stopped vehicle with the required tools. /platecover toggles installed hardware from the driver seat with the appropriate key access.
  • Concealing a plate changes what can be visually read; it does not erase ownership, keys, maintenance or plate history.
  • Vehicle weight estimates consider the vehicle, occupants, fuel and actual inventory. They support commercial RP but are not certified scale tickets.
  • Off-road driving, load and damaged suspension/steering affect handling. Slow down and inspect the vehicle after hard use.

History follows the vehicle

Appropriate CAD/DMV returns can show current/previous ownership, plate and registration history, mileage, inspections, service, accidents, major repairs, fleet/commercial history and salvage/rebuilt status. Earlier history appears only where a record actually exists.

8. Dealerships, financing and repossession

Buying from a player dealer

  1. Open /automotive and review available stock. Each listing shows model, plate, price and seller.
  2. Select the vehicle, payment account and sales representative or self-service option.
  3. To pay in full, enter the full price as the down payment and 0 installments. The form’s “cash” wording means paid in full through the selected account.
  4. For financing, review the offered down payment/installments and resulting loan terms. Confirm only the vehicle and price you intend to purchase.
  5. Follow the purchase/collection instructions and check the ownership and loan records afterward.

Existing NPC dealers remain available. Use their local menus; the shared financing record is still the source for the loan balance and payments.

Dealer owners and sales staff

Create/fund the company, set a dealer service and usable depot, then use Wholesale vehicle order to buy inventory and set retail prices. Use Change price to update listed stock.

Players offer owned cars through Offer a used vehicle / trade-in, choosing the dealer, vehicle, asking price and receiving account. The dealer reviews Accept trade, funds the purchase and chooses the retail price. Ownership/hold/loan checks can prevent a trade. Selecting a sales employee records the eligible player/AI salesperson for the sale.

Paying a vehicle loan

Your loan appears in /automotive with plate, balance, status and due date. Select it, choose a funded account and enter a payment or the full payoff. Payments follow calendar deadlines; storing the vehicle does not pause the loan.

If you cannot keep the vehicle, Arrange voluntary surrender opens the recorded recovery-company workflow. Surrender is not a guarantee that every remaining obligation disappears; review the loan’s resulting record.

Repo operators

  1. Use an active repo company, suitable fleet and a current lender assignment or documented voluntary surrender.
  2. Open Recovery [plate] and read its authority/status. Flock recovery leads are past sightings, not a live tracker.
  3. Locate the actual vehicle and select Verify vehicle and recover when the workflow permits.
  4. Transport it and use Deliver vehicle at recovery yard, selecting the authorized destination.
  5. Keep the recovery reference and resolve any hold or interrupted transport through that same record.

On-duty police can target the nearby vehicle and Verify repossession authorization. A repo company name alone is not a current assignment. An eligible borrower may see Redeem [plate] before auction listing, paying the displayed payoff and recovery reimbursement before collecting at the yard.

9. Vehicle auctions and insurance

Auctions

Open /automotive, find Auction [plate], read its category, closing time and amount, then choose an account and place a funded bid. Bid money is committed by the workflow; it is not an unfunded promise. Refunded bids return through the original payment path.

Authorized auction operators use Open vehicle auction and Settle ended auction. Categories include wholesale, repossession, government surplus, insurance salvage, police impound/abandoned vehicles and court forfeiture. Each category needs its own ownership or sale authority. Typing a category does not grant that authority.

After settlement, follow the recorded physical collection instructions. A completed bid, ownership transfer and actual vehicle collection are separate stages.

Owners of eligible stored salvage vehicles can Consign a salvage vehicle. Authorized companies can consign eligible surplus/salvage fleet assets. Review the reserve and commission; ownership remains with the consignor until sale. An unlisted consignment may offer withdrawal.

Insurance customers

An insurer can offer a vehicle policy in /automotive. Read covered losses, premium, deductible, limits and term before accepting. A personal policy and a commercial fleet policy are not interchangeable. Keep registration and insurance current.

After a loss:

  1. Use File insurance claim, or the authorized File commercial fleet claim.
  2. Select the recorded insurer and vehicle, loss type, CAD incident/report reference and a factual description.
  3. Review the adjuster’s current estimate and outcome. Accept claim estimate accepts that revision and its deductible; a changed estimate needs review again.
  4. For a repair, the insurer funds the repair arrangement and the assigned workshop performs it. For a total loss, read the payment and retained-salvage outcome.
  5. Keep the claim number and review settlement, rental reimbursement and any separate salvage sale.

Insurers and repair shops

Insurers configure their company service, issue policy offers, review claims and document estimates. Supported outcomes include repair, total loss with owner-retained salvage, and denial. Rental reimbursement is a separate recorded amount.

Repair shops order workshop repair assemblies, receive a funded assigned claim, bring the actual vehicle to the work area, and select Start repair. Complete the timed work and enter repair/inspection notes through Complete repair. Parts, funding and saved condition must be resolved before payment completes.

Changing a claim’s wording does not fix the physical car or clear a salvage title. Follow the inspection path in the vehicle-care section when required.

10. Player outfitters

Agency buyer: order a completed unit

  1. Visit the agency VMS and evaluate the desired vehicle.
  2. Configure the supported equipment, extras/mods, wheels and livery. Check the actual model; equipment availability depends on its supported options.
  3. Choose local/instant outfitting or a player outfitter and review the quote before confirming the order.
  4. For a player order, the unit goes to the outfitter’s lot. It is not ready for an agency shift while being built.
  5. Review any proposed change order and its price. After the outfitter passes QA and releases the unit, use the agency handover/VMS workflow.
  6. If a released build has a defect, use Request warranty/rework against its existing order.

The local option is instant and carries a higher markup. Player providers set their rates/markup and have to do the build.

Outfitter owner: open the shop

Create/fund the company, register a depot with suitable parking, select the outfitter service in /automotive, publish your rates and hire technicians. /automotive opens your own company list first; an outfitter opens its workshop with rates, parts, technicians and orders together. The public marketplace is a separate choice. Stock Order outfitter parts and check Parts inventory. Keep money available for wages and new supplies.

Build specifications can cover lightbars, siren controls, radios, consoles, MDTs, cages, racks, push bumpers, ALPR, spotlights, storage, running boards, wheels/tires, extras and liveries where supported. A catalogue part does not add a custom mesh that the vehicle model lacks.

Technician: complete an order

  1. In /automotive, select your company and Upfit [plate].
  2. The purchased vehicle arrives automatically at its assigned outfitter depot, normally within five seconds once VMS handover is complete and a space is free. Keep the parking pads clear. Locate build vehicle / retry delivery locates or retries the same delivery; do not create another order.
  3. Read the agreed specification. If it needs changing, use Propose revised specification and wait for the agency’s approval.
  4. Select Start technician build, choosing yourself or a clocked-in eligible employee.
  5. Work beside the actual unit and use each Install [part] action. Complete the progress action and consume the specified stock.
  6. Perform QA inspection and enter notes. A failure requires rework; a pass makes the order eligible for release.
  7. Choose Release to agency. Verify completion before starting another handover for the same vehicle.

Installation is not a free repair/refuel. The build retains vehicle condition and work-order history. If release fails or a pad is blocked, keep the original order and use its retry path.

11. Towing, impounds and roadside work

Request help

Open /automotive → Request towing / roadside. Choose the service, your vehicle or the nearest registered vehicle, and the reason. For debris or a lane blockage, choose Road hazard / no vehicle. Use your current location or an eligible CAD incident.

Services include towing, accident recovery, disabled/abandoned vehicles, police impound, private-property tow, jump start, tire change, fuel, lockout, minor repair, recovery, debris, lane blockage and road hazard.

Review the company’s quote and ETA. Use Pay service quote personally, or an authorized agency funding option, when offered. Police/evidence holds and private-property authority must reflect the actual circumstances; they are not customer options for bypassing ownership.

Tow/roadside company setup

Create the company, register the yard/depot and parking pads, configure tow or roadside service, set rates/storage fees, acquire eligible service trucks and hire/clock in workers. Stock required equipment and consumables.

Managers can Propose agency service contract with an agency, per-call rate and term. The agency must accept before it becomes an active contract.

Driver: finish a service job

  1. Select the requested job, Accept and assign, choose the truck and player/AI driver, and enter the quote and ETA.
  2. Use Set waypoint and travel to the scene. Send AI driver is available for an eligible assigned AI worker.
  3. Mark Arrived on scene.
  4. For a tow, use Attach tow vehicle, physically recover the correct vehicle and Store at tow yard.
  5. For roadside work, use Complete roadside work beside the subject. Complete the work timer and any roadway inspection notes.
  6. Check the job’s completed/stored state and receipt before taking another assignment.

Reclaiming an impound

Find the vehicle’s job in /automotive. Read the hold and release fee. Pay and release from yard handles an eligible release; Collect vehicle at yard completes pickup. If payment already succeeded, the collection/recovery action should not charge another release fee.

A storage/tow payment does not lift a police, evidence or court hold. The holding authority must resolve that hold first. Contact the named agency with the plate and job/receipt number.

Administrative abandoned/impound sales require documented notice, a reclaim period and agency review. The current editable default is seven real days. A notice entry records notice performed in RP; it does not send real-world mail. Eligible owners can Object to proposed sale before settlement, which pauses sale authority and refunds the current funded bid. Review any Claim former-owner surplus option after a completed eligible sale.

12. Transit and SADOT

Passengers

Go to a marked stop and target View arrivals for its route. When a service is stopped and boarding is open, target Board transit service. The network supports local buses, coaches, Metro/tram and regional rail, with AI and player operators/passengers.

Current configured fares are bus $3, coach $8, Metro $3 and regional rail $12. Transfers use a 45-minute window within the configured fare group; bus and Metro share the local group. Read the live fare/boarding result if settings change.

While riding, watch the route/stop display. Use the prompted E: Alight at an eligible stop rather than jumping out of a moving service.

OTA drivers

  1. Choose the Oceanview Transit Authority job (bus) and the grade appropriate to the vehicle class.
  2. Clock in at Clock in / out — OTA near the depot at approximately 454, -601.
  3. Target an available stopped lead vehicle and select Take operator shift.
  4. Follow the route display, stop safely at the next stop, and use E: Call stop when prompted. Allow the dwell/boarding period to finish.
  5. Complete the route and release your shift with the Release current transit shift binding, which you assign in FiveM settings.

Current driving thresholds are grade 0 for bus, grade 1 for coach, and grade 2 for Metro/regional rail. Normal pay and eligible stop/on-time/completion bonuses have configured limits; repeatedly farming a stop is not a separate wage source.

SADOT route management

SADOT grade 3+ supervisors use /busroutes. Record a new route collects its stops and settings; Manage routes lets you edit, activate/deactivate or re-record eligible routes. Headway is the spacing between departures, not a guaranteed arrival time in traffic.

Rail controls manage the existing lines’ availability, frequency and train counts. Route edits and recovery protect occupied services, so a change may wait for a safe opportunity. For a stuck service, report route, stop, direction and whether people are aboard instead of replacing the vehicle yourself.

SADOT also handles road hazards through CAD and roadside jobs. /dotboard is the DOT board entry point on supported equipment.

13. Agency shifts, Public Safety and radios

Begin and end an agency shift

  1. Select the appropriate job/rank, then use its duty point.
  2. Collect your uniform, radio, medical/restraint supplies and required equipment from the appropriate locker/armory.
  3. Check out a serviceable VMS vehicle. Confirm keys, paperwork, fuel and gear.
  4. Sign in to OceanCAD using Discord and select the same character/agency. Set your callsign if needed.
  5. Keep CAD status and voice radio traffic current during calls.
  6. Finish reports, resolve property/custody, return the vehicle/equipment and clock off.

Job selection, on-duty status, company permissions, qualifications and external court/Discord roles can each control different actions. /rptools does not grant every record-system permission.

Public Safety

San Andreas Public Safety is one job: casinosecurity. Its security, armed-security and peace-officer ranks share the agency/VMS infrastructure; they are not three separate employers.

Use the map blips for Public Safety HQ near -560, -135 and Public Safety Station near 902, -1029. Both have duty, locker, trash, armory and VMS points. HQ also has the supplied evidence point. HQ has 18 configured fleet spawn pads; the station has 14.

Choose the named rank through /rptools to avoid guessing its numeric grade. All 25 Public Safety grades now share the LEO job type and access to the configured armory loadout and VMS management threshold. Duty, funds, inventory and vehicle checks still apply. Public Safety uses the ProPhoenix CAD workspace. Do not confuse Public Safety/SAPS with State Police/SASP.

Radios

Choosing a radio UI: open the public [Radio showroom](https://radio.oceanviewrp.com/demo) to try all 16 installed interfaces, including full-front/top-display handhelds and vehicle control heads. Buttons and menus use a simulated radio; optional equipment sounds do not require a microphone. Choose a handheld and vehicle face, enter your agency if desired, then use Copy selection & link to share your shortlist with radio programming staff. Picks save in your browser; they do not automatically change live agency radios or channel access.

Carry and use the agency-issued radio item. Its codeplug is its channel programming; check the handset’s agency label, selected zone/channel, power and volume before a radio check. Coordinate incident and mutual-aid channels with dispatch. Moving or acquiring an already programmed handset can preserve its programming; selecting a new job is not a reliable way to reprogram that handset.

Active radio: Spectrum now handles the issued encrypted radio and other radio items. The radio web console is available at https://radio.oceanviewrp.com, with shared sign-in for authorized operators. The legacy mm_radio interface is retired; proximity voice and phone calls continue through PMA.

Configured defaults are B for push-to-talk, Caps Lock to cycle the focused radio, F9 to open its face, with the emergency hold action left unbound for you to assign. Portables, command radios, vehicle rigs, paging and agency codeplugs use their configured coverage network. Background gunfire distinguishes firearm groups and attenuates with distance, obstruction and suppression. Check your actual handset and bindings before relying on those functions.

Officers may also call or text 911 and explicitly name an agency: “I am with LSPD; requesting mutual aid from LSCSO and DPPD.” Those agencies receive linked CAD incidents even outside their usual geographic jurisdiction. Location and incident details stay linked, and retransmitted interview turns do not create duplicates. Merely mentioning an employer does not request that agency. The call is queued for dispatch review; it does not automatically assign or promise responding units.

Radio faces and controls

Agency programming selects a hardware face with working power, volume, channel, zone, scan, PTT and emergency controls. Use the channel knob or channel buttons, and the keypad where fitted, to select programmed channels. Encryption controls follow the codeplug; a fixed secure channel cannot be made clear with a button. Hardware families have different display layouts and equipment tones.

Agency equipment defaultsRadio face
LSCSO handheld and command radiosMotorola APX 8000, full front view
Other agency handheld and command radios except FireMotorola APX NEXT
Fire handheld and command radiosMotorola APX NEXT XE
All agency vehicle mobilesMotorola APX 8500 O5

The NEXT/NEXT XE use Solarfire0077's marketplace top-display artwork; O5 uses the existing marketplace vehicle control head. Older APX 8000, Harris and Kenwood faces remain available to programming staff. Motorola equipment feedback uses installed tRadio WAV samples for button, power, transmit grant/release and deny events. The marketplace APX deny sample is credited to the_reliable_taser7. These are sample-pack assets, not a claim of manufacturer-certified recordings.

Click the display or MENU to open settings inside the radio. Scroll the channel knob to change channels or the power/volume knob to adjust volume. Hold the orange emergency button for 1.5 seconds; use PTT for ordinary traffic.

Settings → Display & position saves size (60–180%) and an edge-anchored position separately for each handheld/mobile hardware style. Switching radio faces, reconnecting, or temporarily shrinking your screen does not overwrite that saved layout. Set Off-screen allowance from 0–200 pixels to tuck part of the radio past an edge; at least half remains visible. Drag the body when unlocked, or use the movement buttons. Opacity and position lock are shared preferences. Reset this radio layout, or Ctrl+Home with radio controls open, restores its default size and position. Escape closes settings first, then controls. Preferences save on this computer.

Animations: open Settings → Radio animation to choose None, TAM shoulder/chest/earpiece, or Tommy shoulder/handheld/earpiece. The choice saves per character on this computer. Animations play on foot after a transmission is granted, then stop when you release PTT. They pause in vehicles and during swimming, climbing, ragdoll or restraint. Tommy styles require an unarmed character; the handheld style includes a radio prop. Selecting an animation does not change speaker/earpiece audio routing. TAM chest uses the installed TAM animation asset.

Vehicle radios: entering an equipped vehicle automatically selects its installed mobile, and leaving returns you to your handheld. Turn Auto-select vehicle radio off under Settings → My radios if you prefer manual selection. You can choose another radio during a trip without the automatic selection fighting you. /mobileradio explicitly opens the installed unit; F9 resumes the currently selected radio. Using your radio item/hotbar key (for example 5) while in a vehicle also opens the currently selected radio; use it again to close the controls. On foot, using a specific radio item selects that handheld. The mobile has its own channel, scan list, power and volume. Leaving removes access to its controls, but its powered receiver keeps working while the vehicle exists. Recorded VMS ownership supplies the agency codeplug. /vehicleradio is the separate car music player.

Callsigns: sign on to OceanCAD and set your callsign there or with /cadcallsign. The accepted CAD callsign follows you to your handheld and installed mobile, radio dispatch and authorized caller-ID returns. Changes sync without reconnecting. Radio settings show your current CAD identity under My radios. During a supported P25 call, the face shows the transmitting unit and received channel, including scanned channels. Without a CAD callsign it uses a programmed alias or radio ID, rather than a character’s legal name. The last identified caller briefly remains on the selected channel’s display. Analog voice does not invent a caller ID.

AgencyAdditional agencies it can scan
LSCSODPPD, VPD, LSPD
BCSOSSPD, PBPD
SAPSAll county and municipal law enforcement agencies
SADOTAll configured agencies

These are receive-only permissions, including protected traffic with valid agency loadsets. They do not authorize transmitting on another agency's channels. Dispatch channels are added by default; use Settings → Scan list to add/remove optional tactical and dispatch entries. Your own agency's required dispatch entry remains locked. SCAN ON / SCAN OFF shows the current scan state. Toggle it on the face or at the top of Settings → Scan list; the radio confirms the saved change. Primary traffic takes priority over scanned traffic.

Digital channels now use an IMBE speech codec. Analog channels keep their separate analog sound. Weak digital coverage produces interruptions and loss of speech; analog coverage becomes noisy. Microphone level control and speaker filtering are applied alongside the codec. The radio reports when it must fall back to compatibility audio because its codec could not load.

These are Oceanview's configured agency defaults; radio programming staff can change a model assignment. Your existing handset's codeplug still determines its channels and access.

Use Settings → Keep visible to keep the radio face on screen after closing controls. Mouse focus returns to the game while the display continues updating; press F9 (or your rebound radio key) to operate it. Escape closes an open settings menu first, then closes controls. The preference is saved on your client. Turn Keep visible off to hide the radio normally.

You can keep steering, accelerating and braking while clicking the radio's buttons and settings. Cursor movement and clicks stay with the radio. Typing into a text field temporarily captures the keyboard; click outside the field or close its menu to restore driving input. Sliders and ordinary button clicks keep driving available.

Earpieces and nearby radio audio

Wearing a mask switches your carried receivers to private earpiece audio. Without a mask, nearby players can hear receiver voices and equipment tones from the handheld speaker. Removing the mask restores speaker mode. A vehicle’s shared loudspeaker keeps its own speaker/earpiece setting; one occupant’s mask does not mute the car for everyone. The current setting is shown on the face; outfit combinations with unusual mask slots should be reported for configuration.

Inside a vehicle, its radio speaker and other audible radios in the same cabin use steady 2D playback. Radio voice filtering and reception quality still apply, but camera movement and vehicle speed do not change cabin loudness. Outside listeners hear directional 3D speakers that fade over approximately 12 metres and are muffled by obstructions. These rules also apply to radio equipment tones and dispatch alerts.

Each receiving handset or vehicle rig is a separate sound source. You can hear your own transmission through a nearby receiving radio, including another player’s speaker, your own second radio, or your parked vehicle after everyone exits. Leave the car’s radio powered, its speaker enabled, and its volume audible on the correct channel or scan list. The transmitting handset does not play its own transmission back. Portable earpieces remain private.

Normal and priority PTT keep the microphone transmitting for 250 ms after release to preserve the end of your sentence. Changing radios/channels, disconnecting or becoming incapacitated stops it immediately.

Radio PTT also carries your spoken voice to people within normal in-game talking range. An earpiece makes reception private; it does not hide your own voice while transmitting.

Radio input device

Open the radio’s Settings → Audio → Find microphones, allow microphone access if prompted, then select your input device. The selection is saved on this computer and used for the next transmission. Changing it ends the current transmission; press PTT again. If a saved device is unplugged, choose another device or System default. Radio microphone selection is separate from FiveM’s proximity-voice device setting.

Keep visible is in Settings. It leaves only the radio on screen after controls close; F9 restores interaction. The vehicle music player uses /vehicleradio so it no longer competes for F9.

Radio indicators and GPS

The status strip shows site signal, GPS, scan, encryption, speaker/earpiece, TX/RX and battery state. Signal bars update while idle from the simulated radio site's coverage; direct voice channels show no invented idle site signal. GPS can have a local fix without a working data uplink. A dim GPS icon means it is not currently reporting; a blinking icon means it is seeking a fix. Open Settings → GPS & map for the explicit status. Battery reflects the handset; installed mobiles use vehicle DC power.

Settings → GPS & map lets you enable reporting for that physical radio, show/hide in-game map blips, and select a reporting radio to set a waypoint. Reporting saves on the radio; the map preference saves on your computer. Locations belong to radios on the selected channel, including separate handhelds and installed vehicle radios. A parked mobile keeps its own location while powered and present. Labels use programmed aliases, CAD callsigns, radio IDs or vehicle plates—not character legal names.

GPS requires supported hardware, a programmed channel, valid protected-channel access, and a working data connection. Agency radios can keep a P25 data connection while using conventional mutual aid for voice. Selecting a mutual-aid channel shares locations with other radios affiliated to that channel. Scanning another agency does not expose that agency's GPS feed. Switching the selected radio or channel switches the map feed. Different game instances remain isolated.

Buildings can prevent a fresh fix. Loss of a fix or coverage leaves a labelled, faded last-known position for at most 30 seconds. Turning a radio off, disabling its reporting, changing its channel, disconnecting, or removing the vehicle removes its report. A lost local radio connection clears its game-map blips within five seconds.

In OceanCAD's map, choose Radio GPS in the Position source selector, then filter by channel. This shows physical radios on the agency's programmed channels and shared interop channels. CAD AVL retains the existing signed-on personnel/vehicle location view. Radio GPS is a separate source; it does not establish a person's legal identity, duty status or assignment. CAD stops displaying the radio feed when its bridge is stale.

Signal 100

On the front-face APX 8000 / HXE, click the right yellow laptop-shaped key once to activate Signal 100 on your selected channel; click again to clear it. No menu or typed reason is needed; the quick-key action is recorded automatically. The key has a yellow outline while Signal 100 is active and briefly disables while awaiting confirmation. Escape/F9 or Settings → Close radio closes the radio.

Signal 100 now uses a recorded three-beep priority-start tone and a quieter recorded channel marker about every 15 seconds while active. The marker waits for a gap after radio traffic and yields when speech starts; clearing Signal 100 stops the repeating marker and plays the recorded release sound. Tones follow receiver volume, coverage and earpiece privacy, with steady cabin audio for occupants and positional speaker audio outside. The dispatch hi-lo option also uses a recorded warble. You can preview the new Signal 100 sounds in the [Radio showroom](https://radio.oceanviewrp.com/demo) with demo audio enabled.

Dispatch can also activate Signal 100 from the radio web console. Any on-duty member can activate or clear it on their agency's programmed channels. Settings → Signal 100 remains available on all supported radios for a detailed reason and explicit Activate / Clear controls. The radio must be held, powered, correctly keyed and within network coverage. Rank is not required. The display shows the restriction, an alert tone sounds, and routine PTT is refused until an authorized member or dispatcher clears it. For priority PTT, briefly tap and release your normal PTT key, then press it again within 350 milliseconds and hold the second press while talking. Release to stop. This works with your rebound PTT key; there is no separate priority key binding. A normal single hold still transmits immediately. The on-screen Priority PTT button remains available. The emergency alarm remains a separate action. Do not trigger an emergency alarm merely to make an ordinary priority transmission. Signal 100 persists until explicitly cleared, including across a radio backend restart.

Radio check and incident use

  1. Use the actual issued radio item in inventory. A spawned unprogrammed handset may not have the same codeplug as an agency-issued radio.
  2. Power it on, check volume, then select the displayed agency zone and dispatch channel. Use its channel labels; agency abbreviations do not imply universal numeric channels.
  3. Confirm the active radio’s PTT binding in FiveM settings, transmit your callsign and request a radio check. Release PTT before waiting for the reply.
  4. Confirm incident/tactical or mutual-aid channel changes with dispatch and the other responders. Return to the agreed dispatch channel at the end of the assignment.
  5. With multiple portables or a vehicle rig, verify which unit has transmit focus. Receiving traffic on one radio does not establish that PTT transmits through it.

A codeplug is stored programming, not permission to speak for an agency. The agency armory supplies its configured handset; Public Safety uses SAPS programming. Retained item metadata can keep an old codeplug after a job change, so check the item instead of repeatedly changing jobs.

Coverage and the selected radio/network can affect reception. Volume does not repair a coverage problem. Use an approved mutual-aid channel or relay, or move when safe. Outgoing background audio can include nearby gunfire and supported emergency/vehicle ambience; it does not establish a suspect’s exact position or weapon identity.

Use the radio emergency function only after your agency has tested its active handset and dispatch response. When communications fail, coordinate through the available CAD/911 workflow. Report the handset/codeplug, channel, location and whether transmit or receive failed.

Emergency vehicle controls

/autosiren toggles the automatic response-tone cycle, including supported tones 4–6. Choosing a manual tone returns control to the driver. A particular model/controller may support fewer tones.

Applying the parking brake silences ALS siren/horn/rumbler while keeping emergency lights available. Releasing a set brake in an emergency-class vehicle requires its keys; accelerating against the brake does not bypass this requirement. Confirm the brake state before moving off or diagnosing a silent siren.

On supported controllers, assign the perimeter control in FiveM key bindings; it has no shared F7 default. Stop the unit and arm it as the driver or near the eligible recently driven unit. It detects nearby approaches with obstruction checks and escalating alerts. It is a warning system, not a substitute for watching the scene.

Flock/ALPR readings require an unobstructed view. A wall, object, vehicle or concealed plate can prevent a read. Missing reads do not prove a vehicle was absent, and a historical sighting does not give its current position.

14. OceanAI contacts and police work

OceanAI is the custom ERS replacement. /oceanai opens navigation for civilian contact, traffic stops, agency assistance, medical transport, property, companies and compliance. Use OceanAI workflows for new scenes.

Talk to a resident

  1. Target the actual person and choose the conversation action. Identification, detention and police interactions are separate choices.
  2. While the session is open, hold your normal voice key to speak and let the resident reply.
  3. Use F6 or /aivoicepanel for text input and retry controls.
  4. Run /aistop when the conversation is finished.

Speak as your character. Give one clear question or statement at a time. Explain what you observed and respond to what the person actually says. If a turn fails, retry the saved turn rather than opening several new conversations.

Free pedestrians pause and face you while the conversation is open. Stay within eight metres; leaving, disconnecting or ending the conversation releases that pause. Talking does not undo detention or a transport assignment. Introduce yourself if you want the resident to know your name: character names are no longer supplied invisibly, and conversation memory is separate for each character.

Traffic stops

While driving on duty, press Left Shift behind an AI vehicle to start a traffic stop. A complying driver stays approximately 14 metres ahead, matching your pace so you can guide it onto a shoulder or into a safe stopping area. Stop your patrol car for about 1.5 seconds, press Shift again, or get out to tell the driver to stop and hold. Following with emergency lights for six seconds also initiates this guidance. A driver who refuses to stop can still flee.

The FiveM binding is Ocean AI: guide / stop vehicle ahead; it has a new default of Left Shift. /aipullover and the /oceanai menu remain available. Target the stopped person/vehicle for interactions and use Release vehicle from traffic stop when finished; driving away still allows the existing departure recovery. A pullover controls the AI encounter; /tstop separately opens your CAD traffic-stop record.

Police interactions include requesting identity, detention, escort, transport seating, documented frisk/search, breath screening, reports and approved jail intake. Use the real target and record the reason/basis when requested. Vehicle searches expose actual recorded property rather than generating whatever an officer expects to find.

For assistance, /aibackup requests an available staffed agency unit; /aipursuitbackup requests pursuit help for an eligible nearby stop. /aibackupstatus shows the response and /aidismissbackup returns it once custody is resolved.

Records are clues

Residents can retain identities, licences, vehicles, jobs, contacts, citations, warrants, court cases and property history across scenes. Records do not automatically reveal the hidden premise of a scenario.

  • A firearm purchase record does not prove a gun is currently being carried.
  • A stolen car does not establish that its current driver stole it.
  • A prior conviction does not prove today’s allegation.
  • No returned history can mean unavailable records; it is not automatically verified clearance.
  • A premise warning describes a recorded concern, not a guaranteed condition at this call.

Confirm identity and any wanted hit through the proper record workflow. For custody, use a matching JusticeLink booking/authority and the correct facility. A conversation line about going to jail does not itself create a booking.

Ending the contact

Resolve detention, escort, seated transport and property before dismissal. If the resident is medically admitted, custody remains attached through that workflow. Do not replace a missing or interrupted person with a newly spawned lookalike; it would not be the same resident or case.

15. Medical, fire, taxi and animal assistance

Ambulance and manual stretcher transport

Target the actual patient for assessment and ambulance/coroner response. Secure carried weapons before collection. A responding service needs a staffed, equipped, suitable company unit.

For manual transport, use /aistretcher beside the patient, then the patient/stretcher targets to move the original patient onto the stretcher and into the compatible vehicle. Transport to the configured hospital or mortuary and complete the handover.

/aipatients opens hospital admissions and eligible clinical/custody outcomes. Medical discharge does not silently cancel a police hold. /aimortuary opens mortuary records and authorized examiner findings; intake does not invent a cause of death.

Fire response

Further Fire-service development is paused. This describes the existing response only; new SCBA/PASS, mayday and rehab systems are not part of this release.

Use /aifire or OceanAI → Agency assistance → Fire apparatus. The agency must have an eligible clocked-in worker, fire vehicle and actual extinguisher stock available. Fire equipment is finite and crews need a usable line of sight.

Check the scene and confirm clearance through the response workflow when prompted. Depleted equipment may require more assistance. Dismiss the response only after its scene/custody obligations are finished.

Taxi for an AI passenger

  1. Set a map waypoint for the destination.
  2. Target the intended released, consenting resident, or use /aitaxi nearby.
  3. Open /aitaxis, review the quote and fund it as the sponsor.
  4. Allow the assigned taxi to arrive, board the actual passenger, travel and let them exit.
  5. Review completion and fare settlement.

Taxi cancellation resolves the passenger’s safe exit before refunding the original sponsor. New police detention takes priority over the ride. This AI passenger workflow is separate from simply selecting the Taxi job to drive a cab yourself.

Taxi managers use /taxirates and assign an eligible rear-seat vehicle and clocked-in AI employee to taxi standby.

Animal rescue

Target the animal or use /airescueanimal. /aianimals shows rescue status and shelter intake. Animals have separate rescue records; they do not become human residents or defendants.

An eligible animal-service manager uses /animalshelter to configure an existing depot as the shelter, stocks an appropriate animal carrier, and assigns a compatible vehicle/worker to animal standby. Carrier size and vehicle fit matter.

An uncontained rescue can be cancelled beside the animal. Once loaded, complete the trip to the shelter. Original carriers return through the physical shelter workflow rather than being replaced automatically.

Preparing agency AI crews

Use the shared company setup, clock the employee in, make the fleet vehicle available and select the correct standby assignment. Put configured equipment in the vehicle’s closed trunk at the depot. A police kit does not automatically include a gun; ammunition and condition belong to the actual stocked weapon. Returned/seized equipment keeps its serials and other details.

16. 911, OceanCAD and records

Calling 911

Use the server’s 911 phone/calling entry point. Give location first: street, cross street, postal/landmark, what happened, injuries/weapons and a safe callback number when appropriate. Caller location can be imperfect, so a clear description helps.

During an active call, /911controls or its configured key opens transcript/typing controls. Use the same-call retry controls if a response stalls. A voice failure can fall back to text; do not immediately abandon the incident and make duplicate calls. /endcallback ends an active callback conversation when needed.

Additional witnesses can update the same incident. Dispatch supports multiple callers, merged duplicate calls, open lines, disconnects and callbacks. A merged caller’s information should remain attached to the incident.

Jurisdiction

Calls route by location and required services. Vinewood Racetrack calls also route to Public Safety alongside Vinewood. Northwest La Puerta and Vinewood Hills west of Milton use editable split boundaries pending map review; borderline calls may need dispatcher coordination.

City service areaDistricts included in the requested routing
Del PerroDel Perro and beach, Vespucci Beach/Canals, northwest La Puerta, Little Seoul, Richman Majestic/Richman, Rockford Hills, Vinewood Hills west of Milton, Morningwood
VinewoodWest Vinewood, Burton, Hawick, Vinewood/Downtown Vinewood, Alta, Racetrack, East Vinewood, Mirror Park
Los SantosLSIA, Maze Bank Arena, Pillbox Hill, Downtown, Textile, Mission Row, Strawberry, Chamberlain Hills, Davis, Rancho, Cypress Flats, Murrieta Heights, Elysian Island, Terminal

Use the assigned incident and interagency coordination for county/state/fire/EMS responses rather than opening competing copies solely to change jurisdiction.

Sign in and work a call

Open the community’s OceanCAD link, sign in with Discord, and select an eligible character and agency. Each agency has its assigned interface; button layout and vocabulary can differ while the underlying call workflow is shared.

  1. Go on duty and confirm your unit/callsign appears.
  2. Acknowledge an assignment or attach to the correct incident.
  3. Mark en route, on scene and transport/hospital milestones as they occur.
  4. Add reports, relevant callers, service requests and factual updates to the same incident.
  5. Clear with the appropriate disposition. The last unit’s disposition closes the incident; clearing yourself while others remain does not necessarily close it.
In-game commandUse
/mycallView your assigned incident
/cadack [note]Acknowledge assignment
/attach <call number> [auto/primary/backup]Attach yourself/apparatus crew
/enroute, /onsceneRecord response milestones
/transport, /hospitalRecord patient/custody transport milestones
/busy, /oos, /availUpdate unit availability
/clear [disposition] [note]Clear with an appropriate result
/tstop [plate] [detail]Create an on-view traffic-stop incident
/onview <type code> [detail]Open another on-view incident
/cadcallsign <callsign>Update callsign
/cadpanicSend an emergency to your agency

Calls reaching 24 hours automatically archive; their history remains available and assigned units are released. Archiving is not the same as deleting the incident or resolving a court case.

Intelligence, scenes and service requests

On a selected person's return, use Wanted / sheriff intelligence for the separate, audited wanted-person and LSCSO gang-intelligence inquiry. It is available to authorized law-enforcement users. Match details, validation dates, supporting criteria and purge dates help you assess the result. Gang association alone is not grounds for arrest, and a source outage is not a clear return.

Court history and current custody are separate. The custody panel now uses the custody source's actual status and nested facility record. Having a criminal record does not mean someone is in custody; an unavailable source is shown as unavailable. Confirm identifying details before acting on any return.

OceanCAD’s Intelligence page (/intelligence within the CAD site) covers filtered heat maps, trends, response times, workloads and repeat callers/locations. Use date/time, agency, call-type and other available filters before comparing counts. Missing response milestones are not zero-minute responses.

Premise records hold location history, time-limited warnings, keyholders, access details, response plans and fire preplans. Record the source and expiry of a warning. Company owners maintain their own premise/alarm contacts through /company.

The Services page (/services) connects incident requests to actual companies and their status/ETA. The Scenes page (/scenes) stages authorized OceanAI scenarios against the selected incident. The Field scenes board (/scene-control) shows current command posts, staging, scene assignments, contractors and traffic controls; see Road work and incident command. These are browser paths on the CAD site, not FiveM chat commands.

Reports and searches

Use the assigned CAD workspace for incident/arrest/citation reports and authorized fire/medical records. Record observed facts, statements and unavailable information distinctly. A routine name inquiry returns identity, licence information and current local alerts. A routine plate inquiry returns registration, owner and recorded vehicle details. Criminal history, report narratives, custody and vehicle histories are no longer dumped into those initial returns.

Use the separate related-record controls to request court records, permitted agency reports, associated vehicles, documentary records, vehicle history or commercial compliance. Each request carries a source and retrieval reference. Inspect a specific report to read its narrative; being named as a witness is not a conviction. Vehicle history can include the current recorded renter and additional drivers without changing the registered company owner. A late rental is not automatically stolen. Company compliance returns describe recorded inspections/findings. They do not establish that the present driver committed a violation. Wanted hits must be verified through the authorized confirmation process before being treated as an active match.

17. JusticeLink, courts and Judicial AI

  1. Load the character in FiveM and run /jlclaim.
  2. In Discord, use JusticeLink’s /whoami to check the link and verification status.
  3. Use Discord /mycases to find attached cases, or /mycase for the personal case workflow.
  4. Use Discord /claimcase to claim an eligible open role on the correct docket. Defendant ownership must match; professional roles also require the appropriate court permissions.

Discord /claim saves a convenience link but does not prove character ownership. In-game job/rank selection does not automatically grant Discord judge/prosecutor/counsel permissions. If linking fails, check that FiveM can identify your Discord account and that you loaded the correct character.

Web portal

Sign into the community’s JusticeLink portal. Available applications include Case Manager/JIS Dashboard, Court Calendar, booking, warrants, bonds, NCIC, rosters, penal-code reference and public jail information according to your permissions.

Find the existing docket before filing a duplicate. Review charges, bookings, hearings, orders and attachments together. Public searches/rosters may omit sealed or restricted material; they are not a complete privileged case return.

Officers: booking and warrants

Intake accepts an arrest report number OR a JusticeLink case number. A sentenced defendant surrendering directly to prison can be booked against the existing sentencing case without inventing an arrest report. Verify the defendant and authority returned by the lookup, then complete the existing booking. Do not open a duplicate case or booking to work around an error.

Confirm the subject’s actual identity, facility, incident, alleged charges and probable-cause narrative. Use the booking workflow and ensure it connects to the intended docket and custody record. AI residents also need their actual linked identity, not a made-up player ID.

Applications and pending reviews are not issued warrants. Use the recorded warrant/order status and required hit confirmation. Transport and intake must match the approved authority and facility. Later release or medical transfer should follow that same custody chain.

In game, /mysummons checks the character’s summons workflow. /fines lists eligible outstanding CAD fines and offers payment; an unavailable lookup is not proof that no fines exist.

Sentence and release tracking

Custody screens track the recorded sentence, time served and expected release date, with a countdown and release-due status. The calculation uses the server's configured sentence-time conversion; a court sentence in days is not necessarily that many real calendar days. Review the displayed expected date and the sentence record together.

Transfers preserve the custody chain and sentence timing. Outstanding holds or incomplete sentence information can block a clear release date; inspect the reason rather than treating a missing date as an immediate release. When a release becomes due, authorized custody staff still review and perform the release. Date tracking does not automatically discharge inmates, clear unrelated holds or rewrite an order.

Participating in an AI hearing

Court dialogue takes place in the case’s Discord workflow. Read the latest turn and answer the question in your character’s voice. Be clear about what you witnessed, what you dispute and what evidence or relief you are asking the court to consider.

Use Discord /address to direct an on-record statement to the prosecutor, defense counsel or judge. A normal message addresses the room and follows the hearing’s turn order. /prosecutor is a separate correspondence workflow, not the same as making a hearing statement.

Judicial AI v2 gives judges, prosecutors, defenders and analysts more consistent voices and better continuity with the latest statement and case record. A character can react to fear, anger or grief without those emotions changing the statutory limits or burden of proof.

Court responses can take several minutes, especially when a response needs correction. Do not repeatedly submit the same statement or open a replacement case while it is processing. If it errors, keep the docket/message reference and use the existing case’s recovery/support path.

Read the recorded order, charge disposition, sentence and custody status after an important ruling. Dialogue alone is not proof that a requested release or sentence was entered. If the spoken response conflicts with the recorded result, raise that specific discrepancy for review.

Use Discord’s autocomplete for the required fields. Identical command names in FiveM and Discord can perform different actions.

18. Evidence, property and company compliance

Evidence and court property

Keep the original item, serial number, owner/resident identity and case reference together. Use the evidence and custody workflows to move it rather than creating an identical replacement.

Authorized agency personnel use /courtproperty at the property room. Receive property takes an item from a closed evidence drawer, with its slot, docket, owner identity, description and seizure basis. Use the exact drawer/identity format the form requests. Intake preserves the item’s original details.

Open the asset record to review custody, available orders and the chain of changes. Court custody can support release, forfeiture, agency transfer, destruction or auction only through the matching authority. A normal supervisor release cannot bypass an existing court hold.

Recipients use /collectproperty with the released property receipt and sufficient inventory room. /aiproperty handles returned belongings for a physically present AI resident. Authorized property-sale personnel use /propertyauctions for court property sales.

For a held vehicle, use its tow/custody record in /automotive. Receive into JusticeLink custody links it to an existing docket. Follow the asset’s recorded court order for subsequent execution or release.

Company inspections

/compliance → Choose company opens the relevant records. Domains include alcohol/ABC, gaming, fire, commercial/DOT, health/safety, licensing and government contracts, according to the inspecting agency’s authority.

Inspector workflow: start inspection → record location/findings → add a cited violation, correction deadline and any fine → document a suspension when justified → review corrective work → reinspect/close or reinstate as appropriate.

Owner workflow: open the finding → read the code, observed issue and required correction → complete the work → Submit corrective work with supporting references → pay outstanding fines through the company account where applicable → wait for independent review/reinspection.

Payment alone does not prove a defect was corrected. Submitting a correction does not automatically lift a suspension. Check both the finding and the activity’s current status before resuming affected work.

19. Other businesses, jobs and daily systems

Player shops

/foundshop starts the shop-founding workflow in a suitable interior. Follow its prompts for the counter, door, stockroom and shelves. At the shop, management covers Stock, Staff, Finances, Upgrades and Settings.

Use Order from the supplier or Shelve something you are carrying, then set prices and put stock on sale. Hire player staff or an AI clerk, fund wages and fees, and Open for business. Check The books and any arrears. Ownership transfer and permanent closure have separate consequences; read those confirmations carefully.

This existing shop interface has its own operation screens. Creating a general /company record alone does not place shelves or open a storefront.

Bars and clubs

/foundvenue begins venue setup. At a configured venue, target Run the venue, Clock in or out, Mix a drink, Open the cellar, Order supplies, Stand the door or The decks as your role permits.

Stock ingredients, manage staff, licence obligations and opening conditions, and use the actual bar/door/DJ points. Guests can pay cover and request songs. Authorized officers use /liquor and the venue’s Alcohol enforcement workflow for its licence and recorded issues. The general company compliance desk is an additional record workflow, not a replacement button for every venue operation.

Armored cash transport

The Gruppe Sechs job uses its depot office, contract board, crew, armory and cash-handling points. Clock in, take or join a contract, collect the original bags, follow the marked stops, hand over the required delivery and return remaining bags to the vault. The office offers police-escort requests and run cancellation. Record an interrupted or attacked run rather than replacing its cash bags through RP tools.

Qualifications and government

Open SACOLE → Academy on the community website (https://oceanviewrp.com/sacole/academy/). Applications, written classes and exams are now on the website. /cole still provides authorized in-game registry and specialty workflows, with academy work directed to the website. A job title does not by itself prove every qualification or court authority.

Students: sign in with the Discord account that owns your character, choose that character and an agency, then submit an application. If the character is missing, load it in game with the correct linked account and retry. The current Qbox character owner takes precedence over an older last-seen Discord link. Each character has its own application, attempts, practical results and commission.

If SACOLE declined your application, submit a new application for that same character from the academy home page. The previous application and decision are archived, and your existing attempts and practical results remain in your history. An active application must be reviewed through its existing student record.

Commission authority and training assignment are separate. Patrol can be either full or limited: a full LSPD commission grants statewide powers with city-wide responsibility, while a limited LSCSO commission grants powers within its recorded county jurisdiction. Choosing patrol coursework does not expand a limited appointment. Full-commission applicants can also select a specialty, which adds its required exams to the full foundation.

The academy now offers 21 written exam subjects, each with 12 scenarios. Full patrol requires 11 exams (132 questions); limited patrol requires 10 (120 questions); limited Fire Marshal requires 9 (108 questions), including regulatory inspection and fire investigation. Protected-property public safety, gaming, ABC, corrections, court services, conservation and transit each have their own required coursework. The academy application page lists every course-path total; your transcript shows exactly which classes you need.

Revision 3 rewrites all 252 scenario prompts and expands the study material. Answer from the stated facts; do not assume unmentioned consent, warrants, offenses or emergency powers. Lessons distinguish detention, arrest, search authority, commission boundaries and agency policy. Current StateCivic law and controlling orders remain authoritative.

Allow about 20 minutes per class, spread across sessions. Read the lesson, save unfinished answers, and return later. Pass each exam at 80%; retakes open after ten minutes. Questions and answer order are shuffled, and explanatory feedback appears after submission. Current-version written passes count toward commissioning for one year. Earlier attempts and answers remain in history, but do not substitute for the expanded curriculum when a commission has not yet been issued. Existing issued commissions are preserved. These are Oceanview roleplay qualifications, not real-world certification or a personality assessment.

Complete firearms qualification, physical assessment and emergency vehicle operations with an assigned instructor in game. The instructor records the observed date, score, safety result and assessment notes through Instructor / agency desk. Firearms results remain current for 90 days; PT and EVOC for 180 days. A failed reassessment supersedes an earlier pass. Instructors cannot certify their own account's characters.

Once your commission is active, run /sacolelicense to collect or replace your SACOLE Commission License. Use the item to verify the current registry status or present it to a player within three metres. The license is tied to your character and a registry serial. A fabricated item cannot grant authority; an old card still shows a suspension or revocation from the live registry.

After all required work is current, a SACOLE manager reviews and issues the commission. Completing exams does not automatically hire your character or change their job/rank. Managers can hold, decline or reopen applications, assign practical instructors and manage agency accreditation. Fully accredited agency managers can review their own applicants and scores.

Agency accreditationWhat SACOLE provides
FullCharacter applications, training, commissioning, applicant scores for the agency, and armory funding
LimitedArmory funding and automatic agency-scoped limited commissions for law-enforcement employees; discipline still applies
NoneNo SACOLE recruitment service, automatic commission or armory funding

Armory funding uses the existing state treasury and its transaction ledger. Funding eligibility does not create unlimited money. Automatic limited appointments follow employment and accreditation; losing that basis deactivates the automatic appointment. Existing full commissions, manual appointments, suspensions and revocations are not overwritten by the automatic process.

Limited types include local-jurisdiction, protected-property, Fire Marshal, gaming, alcoholic-beverage, corrections, court, parks and transit authority. Each records a specific duty and jurisdiction/property scope. Public Safety limited commissions cover named state or contracted protected property. Public Safety remains one shared LEO job with its existing ranks and VMS access.

The Commission registry shows officer status, scope and qualifications. Agency accreditation and an individual officer's commission are different records; check both when arranging a transfer or assignment.

Government roles also interact with treasury-funded agencies, contracts, company inspections and records. Use the relevant authorized desk; there is no universal “government” command that issues every permit, order or payment.

Configured job directory

These job IDs are available in the checked job catalogue. Use /rptools → Choose job and rank to see the current grades. A catalogue entry does not guarantee a configured workplace, available vehicle or full dedicated minigame; local target menus and employer setup determine the work available.

Other interaction systems

  • /windowhands and /throwitem provide supported vehicle-window interactions. /smashwindow is the inside-window escape interaction, subject to its checks.
  • Persistent dirt and tire damage follow vehicle use; changing storage location is not a cleaning or tire-repair service.
  • Document forgery, physical document inspection and live record searches are distinct systems. A plausible-looking card does not alter the DMV’s actual record.
  • Card shops and collectible packs use their shop/inventory interactions. Use the displayed card options for collecting/trading rather than expecting company inventory to run the activity.
  • The phone, housing, clothing, emotes and installed workplace activities retain their own menus/bindings. Where an activity is not described here, start with its map point/item/target prompt; do not infer a command from its job name.

If an operation is interrupted

Use Retry last unfinished action, Retry last request, Retry saved request, or the existing work order’s recovery option when offered. These preserve the same transaction. Do not create another company, passenger, vehicle or item just to force a pending operation through.

For support, provide character name, approximate time, location, command/menu action, exact error, and the relevant plate/call/docket/order/receipt ID. Include whether money/items moved and whether the original vehicle/person is still present. Keep passwords, PINs and private case material out of public reports.

Commands open workflows; they do not bypass their role, proximity, equipment, ownership or record checks. For company/job setup, prefer the searchable menu when uncertain about an ID or grade.

21. Road work and incident command

Set up and operate a scene

  1. Go on duty with an eligible agency, stand at the actual scene and open /scenecontrol or /roadwork.
  2. Create a titled scene, enter its expiry and link the existing CAD incident when applicable. Linking does not create a second incident.
  3. Place field points where they belong: cones, barriers, speed limits, bounded closures, arrow boards, temporary signals, tape/perimeters, command, staging and evacuation destinations.
  4. Build directional controls and detour points along the real road. Check both approaches and nearby junctions; bridges and stacked roads can share awkward GTA road nodes.
  5. Assign responders/divisions, record accountability and resource needs, and authorize a contractor when needed. Keep actual CAD unit response statuses current.
  6. Remove completed controls and close the scene. Expiry also removes its active traffic effects; the audit record remains.

Temporary signals cycle through configured phases. Directional controls and recorded detours guide supported AI drivers; they do not remotely steer players or guarantee that every third-party script follows them. Tape defines a perimeter with supported resident compliance; it is not an invisible wall. Players must obey the scene in RP.

The OceanCAD Field scenes board shows permitted main-world scenes, command, assignments, traffic controls and incident links. On-scene edits require proximity and the correct routing instance. Transfer command to an eligible nearby responder when changing shifts. Contractor access permits its work, not unrestricted incident command.

Funded civil works

Use /civilworks to inspect infrastructure faults and work orders. Authorized managers fund work, assign a real company/crew and reserve the required materials. Work uses company stock, recorded labor and physical completion. An inspection/signoff precedes final settlement; rejected work and disputes remain attached to the original order.

Eligible company AI crews use the existing workforce, available vehicles and actual materials. A company name alone does not create a staffed response. Potholes, signal/crossing faults, outages and water-main work have recorded repair lifecycles; visible effects depend on the configured location and supported world objects. Crossing faults require caution around real trains.

If an action times out, refresh the original order before retrying. Keep its reference so a successful payment or material movement is not repeated as a new job.

Consensual evacuation transport

On an active non-Fire scene, place a safe evacuation destination. Use /evacuations beside an eligible released, mobile, consenting resident. Choose a staffed taxi provider and review the agency-funded fare. The original resident boards, travels and exits before settlement. Safe cancellation refunds the original payer.

This currently transports individual AI passengers by taxi. It does not automatically load a crowd, operate a multi-passenger evacuation bus or fund player passenger transport. Do not use it to bypass detention or medical transport.

22. Restraints and character skills

Resistance and escape

/resistcuffs is available during an active hand-restraint application. It registers one resistance attempt, which the server resolves before the officer’s restraint item is consumed. It is not a general uncuff command, and resistance does not guarantee escape.

Once restrained, use /escaperestraints to choose hands or legs, or enter /escaperestraints hands or /escaperestraints legs directly. The progress must finish in the same spot while the same character still has that restraint.

RestraintDefault attempt durationDefault success chance
Handcuffs35 seconds8%
Zip ties20 seconds30%
Leg irons50 seconds3%

There is a three-minute cooldown after the attempt’s allotted duration, recorded against the character; reconnecting does not clear it. Attempts can be blocked or cancelled by a vehicle, escort/attachment, death/last stand, jail, moving away, changing routing instance or changing character. Cancelling does not refund the cooldown.

Success releases only the selected hand or leg restraint and does not put a new restraint item in your inventory. The other restraint can remain in place. Roleplay the actual outcome and continue the encounter; the command does not erase arrest authority or custody records.

Skill progression

Open /skills to see each skill’s level, lifetime practice and today’s XP. Progress belongs to your current character.

SkillHow practice is earned
RunningRunning/sprinting with meaningful server-observed displacement
SwimmingSwimming activity with displacement
DrivingDriving the vehicle yourself and covering distance; passengers do not earn it
ShootingServer-observed eligible firearm impacts against a living target
Fighting / strengthServer-observed eligible melee impacts against a living target
MedicalFinishing a validated treatment that consumes its required medical supply
MechanicalCompleting and saving a needed vehicle-part replacement

Movement activity is sampled over 30-second windows; combat practice requires eligible server damage evidence. Standing idle, teleporting, rapidly firing events or requesting an arbitrary XP amount does not provide normal progression. Small movements or a circular route ending near its start may not meet the displacement check. Client observations are still part of the activity evidence.

Each skill has 10 levels, 100 XP per level and a 100 XP daily cap, reset by UTC day. Medical practice awards 5 XP and mechanical practice 10 XP, each with a one-minute cooldown; supported movement/combat practice awards 1 XP per eligible sample. Reconnects do not clear the recorded caps.

The supported GTA stamina, swimming/lung, shooting, driving and strength stats range from 35 to 45 under this configuration. This preserves modest progression; it does not refill stamina, give invulnerability or bypass the existing anti-bunny-hop and firearm-vault restrictions. Holster a firearm before climbing/vaulting.

Driving proficiency affects high-speed steering lock and tyre grip in supported ground vehicles. Parking and low-speed steering keep their full native response. Small differences ramp in above about 35 mph and reach their full effect around 60 mph: at the lowest skill, up to 5% less steering lock and 3.5% less grip. Practice reduces these effects. These effects apply while driving and compose with vehicle condition. Shooting proficiency reduces the additional recoil effect while firing supported firearms on foot. Neither system adds random steering inputs or gives an experienced character perfect aim.

Medical and mechanical proficiency can shorten supported treatment/repair durations by up to 10%; fighting proficiency provides a small capped stumble-resistance benefit. These do not grant a licence, remove supplies, guarantee treatment, cut repair prices or replace qualifications/company permissions. No points are awarded merely for selecting a job/rank in /rptools.

Bodycam identity

The recording state belongs to the actual camera serial. Moving that camera to another inventory slot keeps it recording. Removing it stops recording within the periodic equipment check, even if you carry a second camera. A resource restart clears the recording indicator.

Supported cameras now create playable recording sessions. See Recordings for upload, incident association, access and limitations.

23. K9, less-lethal, drones and recordings

K9 Hot-N-Pop

Place the actual supported K9 in its configured vehicle seat, then use /k9care beside the unit. Registered law-enforcement vehicle models ending in kn + number or kns + number, such as lscsokn1, are recognized alongside explicitly configured models. Duty, keys and proximity requirements still apply. Check cabin temperature, set climate control and arm heat protection. /k9ac opens the controls; /k9ac 0 turns climate off and /k9ac 1, /k9ac 2 or /k9ac 3 selects its level. The custom cabin-control panel shows temperature, engine status, heat protection and fan settings, with controls for arming, resetting and popping the door. Handling & care opens the existing K9 handling menu. A/C uses a softer airflow sound: occupants hear a steady non-positional cabin mix, while people outside hear directional audio with distance and obstruction muffling. The panel has a saved blower-volume slider, and audio continues when the panel closes. Cooling requires a running engine. Heat protection monitors the occupied vehicle and can alert, bark and ventilate as conditions worsen. Cabin heating now considers sun/time of day, rain, vehicle motion, open doors/windows, engine heat and A/C effectiveness after engine damage. Low/medium/high A/C changes cooling capacity and speed. A broken engine cannot provide normal cooling.

The care panel tracks cumulative heat strain, dehydration and fatigue for the deployed K9, including recovery after leaving the vehicle. Stop close to the dog to Offer drinking water or Toggle rest break. Water has a cooldown; cool rest gradually reduces strain and fatigue. Severe sustained strain warns the handler and can gradually injure an NPC K9; player K9 health remains under player roleplay control. Cooling/resetting an alarm does not heal injury. This supplements the existing handling system's hunger, health, feeding and veterinary care. Welfare follows the current deployed dog; it is not a replacement for persistent kennel records.

/k9pop requests the occupied K9 door. The vehicle must be stopped with a clear exit; a player dog chooses whether to get out. An alert is not a guarantee of safe automatic extraction. Return to the dog, check conditions, and acknowledge/reset only after cooling or removal. A stale sensor is a fault to investigate. Vehicle seat/door fit and K9 equipment need model-specific checks.

Less-lethal and exposure

Carry the actual spray, launcher/shotgun, ammunition and supplies. /oc readies or stows pepper spray. Spray has finite bursts; distance, line of sight and exposure affect its result. Beanbag and 40 mm impacts can injure. CS exposure accumulates and recovers over time; resistance does not mean immunity.

Give commands, assess the person and allow recovery. These tools do not guarantee compliance or erase injuries. /irrigate uses the required saline and a timed treatment to reduce supported irritant exposure. Continue assessment through the existing injury chart; irrigation is not a full heal.

Drone care

Use the installed drone controls to fly and /dronecare for operational condition. The airframe has a persistent identity, battery and service history; range/link loss and damage matter. Keep the actual repair supplies available and inspect the service result before trying again after an interruption. Model controls, network migration and evidence-camera fit require in-game checks.

Recordings and evidence

Use /bodycam with your actual camera, or the supported drone recorder. /recordings shows recording sessions and upload/playback information. Associate the correct incident, then use the permitted OceanCAD media/evidence workflow to review or attach the clip. Retention and legal holds govern preservation; a held clip is not ordinary disposable media.

Recording currently captures the game view at 960 × 540 and 12 fps. It does not capture voice or game audio, and it is not an independent chest-mounted camera perspective. Account for that when describing footage in reports. If upload is interrupted, inspect the original session; an indicator alone does not prove a complete playable recording. Camera serial removal stops that camera even if another camera is carried.

24. Taxi, rentals and freight

OceanRide

Open OceanRide on the phone for a player ride. Choose pickup/destination, review the fare and fund the selected account. Track the assigned real player or AI driver, board the correct vehicle and complete the actual drop-off. Dispatch supports queues, cancellations and no-shows; use the existing ride to resolve an interruption.

Company managers configure rates and pickup/queue locations, keep suitable vehicles available and staff them through the shared workforce. Player drivers use their company assignment; AI drivers use the existing employee identity. Quoted money is held until the relevant completion or refund outcome. For sponsoring an AI resident, use /aitaxi and /aitaxis as described earlier.

Vehicle rentals

Managers use /rentals with a real company depot and eligible fleet. Publish the class/rate and contract terms, including deposit and any mileage, fuel, damage, cleaning, late or insurance terms. Customers must meet the displayed licence/age requirements and approve the contract; additional drivers need to be recorded.

Collect the original vehicle at its pickup point. Temporary keys last with the rental authority, not permanent ownership. Request extensions before assuming a later return is approved. Return the vehicle physically and review its condition and final charges. Challenge a disputed charge through the contract instead of creating a new rental.

Nonreturn/recovery remains a documented process. An overdue vehicle is not automatically stolen. CAD's separately requested vehicle history can show rental custody while its registration continues to name the company owner.

Freight and containers

Use your company's cargo operations with actual source/destination depots, fleet and stock. Create the manifest, review its load/weight and assign an eligible player or AI employee. Handle the original sealed cargo through pickup, custody and delivery receipts. Trailer and vehicle fit must match the load.

Missing, interrupted or cancelled loaded freight needs recovery through its original manifest. Do not replace a container or its contents with RP tools. Dedicated air freight uses the same manifest and custody records; see Aviation.

Transit additions

Transit now supports configured passes, passenger demand and service-disruption notices alongside ordinary fares/transfers. Inspect the offered fare/pass and validity before purchase. SADOT can manage disruptions and recovery; supported drivers consult active closures. Route geometry and timetables still need in-game checks, especially rail and long vehicles.

25. Retail, food trucks, news and activities

Company counters and AI clerks

  1. Create the company and a real depot; stock its inventory.
  2. Open /retail at the depot and register an outlet. For a mobile counter, choose an eligible company fleet vehicle and stock its trunk.
  3. Set menu prices, open the outlet and staff it with an authorized employee or the existing clocked-in AI clerk.
  4. Customers choose stock and a bank account, approve the price and collect the paid goods at the counter.
  5. Use /purchases for paid pickup orders. After a timeout, use the original pending purchase/receipt so it is not charged twice.

Items retain their actual metadata and expiry. A mobile counter must be physically available and stopped for service. If it moves after purchase, the receipt retains the original collection location. AI clerks discuss the actual menu and stock; dialogue alone does not transfer money or invent goods. Legacy owned-shop screens remain separate where installed.

Food-truck kitchens

Use a supported company food truck, the kitchen kit and recipe book, with ingredients in the correct trunk inventory. Prepare through the truck's actual kitchen interaction and remain in position for its timer. Successful preparation consumes the recipe ingredients and creates its real food stock; receipts retain the batch.

Register a mobile retail counter to sell the food. Prepared products have finite shelf life; inspect item condition. Existing AI clerks can sell stocked food, but they do not autonomously cook replacement batches. Vehicle kitchen placement and animations still require model-fit checks.

Newsrooms and stringers

Managers use /newsdesk at a company depot to register the newsroom/publication and fund an assignment. A freelancer claims it, attends the actual field location and submits the requested copy through the timed workflow. Editors can request revision or accept; acceptance settles the original claimant's reserved payment once.

Accepted copy is available for reviewed publication through the existing News app. It is not automatically published. Owner/employee publication and equipment permissions are separate from unrelated company roles. Authorized reporters can use /newscam, /newsmic and /newsbmic. Use the company's actual fleet, or the eligible legacy reporter loaner, for field work.

Fishing and recreation

The installed fishing workflow uses actual bait buckets, bait and caught-fish quality. A full inventory leaves uncollected stock available rather than silently removing it. Bait refill charges apply per empty bucket; read the total before confirming. Selling pays only for fish actually removed.

Recreational fireworks require the actual item, lighter and placement time. Place them safely at the intended location; nearby players in the same instance see the show. Installed arcades/theme-park/housing packs remain available through their existing locations. Sphere, graffiti, the additional requested sports, bungee and yacht activities depend on the chosen vendor packages and map setup; they are not hidden commands in this release.

26. Aviation and ATC

Airport setup is required first. The framework is deployed, but no guessed runway/taxi geometry or public timetable has been enabled. Authorized setup staff use /airports to survey actual stands, taxi paths, runway ends, cargo points and helipads against the installed map.

Operators and passengers

  1. Create/fund the company, acquire an approved aircraft through the shared fleet and assign qualified available staff.
  2. Use /flights to create a concrete departure between configured endpoints; review aircraft, seats, times and fees.
  3. Passengers book using their real bank account. The fare is held pending the supported journey outcome. A sponsored AI passenger must be an existing consenting resident.
  4. Dispatch the actual player or AI pilot. Passengers board physically at the stand; departure, arrival and safe exit advance the flight.
  5. Complete the flight or use its interruption/cancellation recovery. Undispatched departures expire after the configured grace period, currently 30 minutes, with refunds to original reserved payers.

Schedules currently represent individual departures; there is no automatic recurring timetable generator. Plane and helicopter tasks need real flight-path acceptance before passenger service. Do not bypass runway or fleet holds by spawning another aircraft.

Controllers and pilots

Use /atc for controller watch, flight requests, clearances, runway occupancy and readback. Follow ground/tower/approach/center handoffs and the published channel plan. Pilots need the actual supported radio item for channel changes. A clearance record does not itself transmit spoken ATC or guarantee the runway is physically clear.

Use go-around/holding and interruption recovery when a safe approach is unavailable. Survey taxi paths and traffic separation against real aircraft dimensions. The automated pilot uses supported native flight tasks; terrain, unusual aircraft and network changes require in-game verification.

Air freight

Create a dedicated cargo departure linked to its original cargo manifest and eligible endpoint depots. Passenger and cargo service are currently separate; a cargo flight uses zero passenger seats. Handle the load physically or through the observed assigned AI pilot. Cancellation of loaded cargo retains custody for recovery instead of silently freeing the aircraft or duplicating stock.

27. World scenes and building lockdowns

Supported OceanAI scenes can gather existing residents to watch, film, protest or interfere, with graded panic and compliance. People retain their original identities; a filming bystander is not automatically a suspect. Use the actual observed behavior and ordinary contact workflow. Crowd limits protect the server and do not imply an unlimited spawned population.

Eligible AI road drivers can listen to configured GTA stations. Player-controlled, emergency, transit and otherwise controlled vehicles are excluded where appropriate. This ambient radio is separate from agency voice communications.

Use /lockdown at a configured building when authorized by its existing door permissions. Review the affected doors and duration, record the reason and release/override through the same authorized controls. Expiry and restart recovery preserve the original door state; an unrelated resource changing a door is not permission to overwrite it blindly. Building groups and door placement need local setup.

28. Availability and remaining setup

AreaCurrent position
Companies, automotive, outfitters and towingShared economy/fleet workflows are deployed; full physical acceptance still matters. §§4–11 cover the earlier updates.
JusticeLinkCase-number intake and automatic expected-release tracking are deployed. Authorized release remains a deliberate custody action.
OceanCADRoutine identity/registration first; separately requested source records and report narratives, with agency permissions and provenance.
Roads, taxi, transit, freight and rentalsDeployed workflows described in §§12, 21 and 24; configure actual locations and validate routes/model fit.
K9, less-lethal, drones and recordingsDeployed with the limitations in §23. Recording has no voice/game audio.
World, skills and company activitiesDeployed as described in §§22, 25 and 27; native behavior and balance require playtesting.
AviationFramework deployed; airport surveys, published departures and physical flight acceptance remain before service.
Agency radioSpectrum is active with multiple hardware faces, Signal 100, mask earpieces and physical receiver audio. Proximity/phone voice remains on PMA. Multiplayer transmit/receive, self-monitoring, mask privacy, obstruction and coverage acceptance still require in-game checks.
Public SafetyOne LEO job, all 25 grades, supplied HQ/station points and ProPhoenix. Model/target fit remains a game check.
Fire expansionPaused: new SCBA/PASS, maydays, rehab and deeper Fire-service behavior are not delivered by this continuation.
Clothing, vehicles and mapsRemaining EUP, agency fleets, facilities, interiors, notes, billboards and visual media require owned assets and placement review.
Additional activitiesRequested vendor sports/Sphere/graffiti/bungee/yacht packages still require supply, licensing, installation and integration.

Report the character, command, exact error, original order/case/ride reference and location when something fails. Avoid making duplicate records or replacing paid stock to work around an interruption. Server staff retain a separate technical acceptance and remaining-work list.
